Double Trouble (1984) - Is this movie secretly brilliant?

Okay, so I just watched "Double Trouble" (1984) and I'm officially perplexed. Let me preface this by saying I went in expecting cheesy 80s action-comedy fluff, which I definitely got. But...something about it feels SO much weirder than it should? Hear me out. My crazy theory is that this movie KNOWS it's ridiculous. Like, the plot is already bonkers - stuntman and sax player swapping places with billionaires? Come on! But then there are these little moments, especially in the action scenes, that are so over-the-top they feel almost satirical. Remember when the stuntman-billionaire (lol) uses a freakin' jetpack to escape? It's SO dumb, but it made me laugh harder than it should have. If this was made today, I'd say it was totally self-aware. But back then? Maybe they were just trying to be cool and accidentally landed on comedic gold. And the ending?! That whole showdown with the real billionaires feeling totally awkward and out-of-place. It's like the directors just threw everything at the wall to see what stuck. I'm not saying it's a good movie, per se. But maybe, just maybe, it's a secret genius bad movie? Like a "The Room" of action comedies? I need to rewatch this with friends. Anyone else see this, or am I just going crazy from all the bad saxophone music?
