"Stakeout": A Secret World-Building Foundation?!?

Okay, hear me out, fellow nerds. I know, Stakeout (1987) isn't exactly Dune or Blade Runner. But I was rewatching it the other night (crime comedies are my guilty pleasure ok?) and I started thinking about the world-building... or rather, the lack of it, and how that actually is the world-building. Stay with me. See, the movie throws you right into it. Eddie and Bill are detectives, Lyle is a dangerous convict, Maria is the ex, BOOM. No backstory, barely any exposition. But that's the point! It's like they're deliberately showing you only the surface of this criminal underworld. We see Lyle's henchmen, yeah, but we never get a real sense of the organization, the motivations beyond the immediate escape, or the broader power structure. It's all purposefully vague, like the filmmakers want us to feel like we're just glimpsing a tiny sliver of something much, much bigger and scarier. Like, they're building a detailed city but only showing us one seedy block. Could Lyle be part of a larger criminal organization? Consider the scene where they're at the bar where Maria works. It's filled with rough-looking types, but nothing is explicitly mentioned about any of them being involved in organized crime or the like. We are left to just guess. Plus, the ending feels rushed, like they needed to wrap things up quick and move on. Maybe that's just budgetary or storytelling choices, but in my world-building-obsessed brain, it screams of a 'larger conspiracy/threat' that they couldn't fully explore within the confines of the movie. Wish there were a sequel! What do you guys think? Am I overthinking this? Maybe I just need to lay off the caffeine...
