Lassard's a CRIMINAL MASTERMIND?! Police Academy 5 Conspiracy

Okay, hear me out people, I know, Police Academy 5 is... well, it's Police Academy 5. Not exactly Citizen Kane, right? But I've seen this movie SO many times (don't judge!) and something's been bugging me. What if Commandant Lassard knew he was carrying the diamonds!? Think about it. He's totally oblivious, wandering around Miami like a lost puppy. But Lassard isn't stupid. He's eccentric, sure, but he's a seasoned cop. He HAS to have a sense of self-preservation. And that 'lost tourist' act is just TOO convenient. He's got like, zero reaction to almost getting kidnapped, he's barely phased when he's running around the hotel with the bag... it's like he wants to be chased. My theory? He's playing everyone to expose the diamond smuggling ring from the inside. Maybe he's even in on it to some extent?! I know, I know, wild, but it would explain his weirdly calm demeanor. And he is ALWAYS getting into trouble. Consider the scene when he's got the fake hand pinching people - so obvious. He knows he is being targeted, maybe he is making sure he is being targeted in a way that exposes the criminals. Could it be that deep? Probably not, but what if? I just keep coming back to that blank stare. He's either the most clueless guy ever, or he's playing the long game and everyone is just falling for it. I'm not saying it's a GOOD plot, even if this were true, but it adds a layer, right? Am I overthinking this? Tell me what you think! Just please don't laugh too hard; I might have watched this movie too many times! lol
