Above the Law - Underrated Action Gem or Just Cheesy Good Fun?

Okay, so I just watched "Above the Law" (1988) and I'm kinda torn. On one hand, it's totally ridiculous. Steven Seagal as a freakin' CIA agent turned Chicago cop who's also a MASTER of Aikido? Come on! But on the OTHER hand, it's so ridiculously over-the-top that I kinda loved it. Like, the scene where he's interrogating that drug dealer and just starts bending him into pretzels? Classic. I have a theory though: I think the whole thing is a commentary on American exceptionalism, whether intentionally or not. Nico Toscani is like, the ultimate American dream immigrant -- he's fiercely loyal, fights for justice, and is basically a one-man army. But then you see the corruption he's fighting against, and you start to wonder if the system he's protecting is even worth it. Or is it just an excuse for Seagal to kick a* for 90 minutes? Honestly, I think it's both. It's a fun action movie that doesn't take itself too seriously (even if it thinks* it does). But it also kinda touches on some interesting themes about power and idealism. I mean, the ending where he just walks away after taking down the bad guys? Ice cold. What do you guys think? Overthinking it or is there something more here under all the Aikido chops?
