L'Opération Corned Beef: Was Phillipe REALLY that clueless?

Okay, so I just re-watched "L'Opération Corned Beef" and this time I have a theory brewing. We all know Jean Reno is a total badass as Philippe Boulier, right? But what if he knew WAY more than he let on about the whole arms smuggling thing? Like, on the surface, he's just this goofy embassy staffer who gets dragged into this crazy mission. But hear me out. Think about the scene where he "accidentally" spills the wine on the suspect's jacket. Too convenient, right? And later, the way he manages to get into those restricted areas seems a bit too easy. Maybe he was playing dumb to throw everyone off his trail. I'm not saying he was the mastermind or anything, but I think he was definitely more aware of what was going on than he let on. He might have even been working undercover as a more subtle part of a counter-intelligence op, like a plant. I mean, the guy's reactions are sometimes so over-the-top, it feels almost… calculated. I know, I know, it's a comedy, so maybe I'm overthinking it. But there were a few moments where Reno's eyes had this glint, like he was in on some inside joke. And the ending? It's all wrapped up a little too neatly, doesn't it? What if the whole "unsanctioned" angle was just a cover? BTW, is anyone else kind of in love with Valérie Lemercier in this? She and Jean Reno are like fire. Anyway, just a thought. Maybe I'm way off base, but I definitely think there's more to Phillipe Boulier than meets the eye. What do you guys think? Am I crazy or onto something? Let me know your theories!
