Anyone else think Pascal Sauvage was playing the LONG game?

Okay, so I've watched Johnny English more times than I care to admit (it's my ultimate comfort movie, don't judge!). And something struck me on my latest viewing. We all know Pascal Sauvage is the villain, wanting to steal the throne and turn Britain into a giant theme park... but what if his plan was even MORE elaborate than we thought? Specifically, I think Sauvage orchestrated the deaths of all the other agents way before the Crown Jewels even went missing. Think about it: Agent One's assassination is pretty seamless, and then BAM, the entire MI7 roster gets blown up at the funeral! That's not just convenient opportunity, that's planned to me. Sauvage probably saw Johnny English as the perfect patsy – a bumbling idiot he could easily manipulate and frame. It explains why he's so willing to let English "investigate" and even "help" him. It's not incompetence, it's calculated. Plus, Rowan Atkinson is great, but c'mon, even Sauvage had to question English's abilities, right? I'm just postulating that Sauvage knew English would fumble the bag and he was just giving him enough rope to hand himself. Okay maybe that's giving the film too much credit, but it would make Sauvage a surprisingly cunning mastermind. I'd love to hear other people's thoughts on this one! Is it just me or did anyone else get this vibe?
